<description>&#60;p&#62;With good intentions, Lucian Renfort decided to partake of some of the blood in the mountain blood spring when he unexpectedly was overwhelmed by the power of it and went insane. His rage caused him to transform into his wolf form, pick a fight with another lycanthrope (Nicholas Redthorne) and brawl until the Mayor and the Chief of Police broke the duel up. &#60;/p&#62;
&#60;p&#62;When sedated and put in a cell at the Station, Vog, Magda, Camilla, Sol, and Shyles went to investigate the pool of blood where they met Will, a member of his pack, and Mori, Lucian's mate. Between them all they determined that the blood had caused his rage to grow out of control and that he was not acting under his own faculties.&#60;/p&#62;
&#60;p&#62;When going back to check up on how Lucian was fairing in the cell, Shyles, Mori, Vog, Magda, and Camilla found that he was extremely ill with the blood poisoning. A newcomer, Zsun, along with Mori tried to give care to Lucian as there were no available doctors to be found.&#60;/p&#62;
&#60;p&#62;Unfortunately, Lucian's madness resurged and nearly struck at them all all in a last fit of rage before he was subdued by a gunshot by the Chief. Mori took the body with her to their dwelling for funerary rites and burial.&#60;/p&#62;
&#60;p&#62;The Police plan to investigate the blood spring further as a potential hazard, locate Nicholas Redthorne, and due to Lucian's untimely demise all charges against him have been dropped.

<description>&#60;p&#62;Citizenry,&#60;/p&#62;
&#60;p&#62;I have been made well aware that the past month, in my unavoidable absence, that trouble has befallen this city, and upon my return and recent reinstatement as the Chief of Police by our Lord Mayor, a grand number of agenda items have been tossed upon my desk that I believe require immediate and action.&#60;/p&#62;
&#60;p&#62;First, the Police Bureau is being rebuilt. In the mere days that I have returned I was pleasantly surprised that no less than a half-dozen able-bodied individuals have submitted Letters of Intent to join the Force. I am grateful to each and every one of them for their valourous ambitions, but for the sake of our greater well-being it is merely a good start. If anyone else has the resolve to protect this city within the ranks of the Police Bureau, let your voice be heard.&#60;/p&#62;
&#60;p&#62;Second, there is talk of Pirates taking refuge within our city limits. Let it be known that Piracy is a crime that has a swift and ultimately permanent penalty under the Law. I must ask anyone with information to step forward to the Police with it immediately. Only together will we be able to scrub such self-serving and dangerous criminals from our streets.&#60;/p&#62;
&#60;p&#62;Third, thievery is on the rise. Our Lord Mayor's recent resolution on a suitable backbone of Law specifically addresses such a crime not once, but twice, as when thievery becomes prominent within a community, trust and civic duty become scarce luxuries when they should be upheld as staples. The Police will be increasing patrols on the streets, and if there is any suspicious activity, seek out and alert a Constable on watch at once.&#60;/p&#62;
&#60;p&#62;Let it be known that I am not one to run from a fight, and that I have nearly given my life for this City more times than I care to recollect; the latest of which, fueling the underlying cause and unpropitious span of my disappearance. However, despite every obstacle and hindrance, I have returned, and I shall endure to see that we live in a civilized and upright society.&#60;/p&#62;

&#60;p&#62;&#60;strong&#62;Under the Public Health Act, London, 1891, what persons are under a penalty for exposure of infected persons and things. &#60;/strong&#62;&#60;/p&#62;
&#60;p&#62;(a) Those who, while suffering from any dangerous infectious disease, wilfully expose themselves without proper precautions against spreading the said disease in any street, public place or shop.&#60;/p&#62;
&#60;p&#62;(b) Or, being in charge of any person so suffering, so exposes such sufferer.&#60;/p&#62;
&#60;p&#62;(c) Or, who gives, lends, sells, transmits, removes or exposes without previous disinfection, any bedding. clothing, or other articles which have been exposed to infection from any such disease.&#60;/p&#62;
&#60;p&#62;(d) Also, a person who knows himself to he suffering from a dangerous infectious disease, shall milk any animal, or pick fruit, and shall engage in any occupation connected with food or carry on any trade or business in such a manner as to be likely to spread the infectious disease. (Penalty not exceeding £10.)

&#60;p&#62;Some time on the 10th of May, an individual or individuals saw fit to errect a pair of stocks and set of gallows in the middle of the square without a permit. Two of the items have already been dealt with. If the owner does not dismantle the remaining set of stocks promptly, it will be reserved for them upon aprehension for an indefinite period of time.
